Parish Council - 28th November 2011


LUSTON GROUP PARISH COUNCIL.

 

MEETING HELD MONDAY 28th NOVEMBER 2011.

AT CAWLEY HALL, EYE. FROM 7.30PM.

 

PRESENT: COUNCILLORS M MORRIS (CHAIRMAN), D MACLEOD (VICE-CHAIRMAN), D WARR, J COATES,
P EDWARDS, A EGERTON, J MACKAY, G POULTON & K WOOD.

 

IN ATTENDANCE- C EDWARDS (CLERK), & 4 MEMBERS OF THE PUBLIC.

 

MINUTES.

 

1.  Acceptance of apologies for absence.

            ACTION- apologies received and accepted from Councillor N Griffiths & Councillor J Stone.

 

2.  Declarations of Interest.

2.1 Personal Interest. None declared.

2.2 Prejudicial Interest. None declared.

 

3. Approval of minutes from 17th October 2011.

            ACTION- minutes amended, approved and signed.

 

4. Brief reports for information:-

4.1 HALC update. See enclosed report.

4.2 Cawley Hall Update.No communication has been received from the village hall regarding the grant money.

Councillor Mackay raised her concern over her status on Cawley Hall Committee as a Parish Council Representative.

ACTION-Clerk to telephone village hall secretary to clarify this point and Councillor Warr to look at village hall constitution.

4.3 Parish Plan Action Team. No report.

4.4 School Governor Report. We have been successful in receiving three apple trees to be planted at Luston Primary School. A community event is organised for Friday 2nd December 2011. Councillor Egerton will speak to the children during assembly about the three types of apple trees to be planted and this will be followed by the planting of the trees. Parents, Governors, Councillors and community are invited.

4.5 Report from Councillor Egerton on Age UK. Report given out with agendas. DVD available from the Clerk.

4.6 Report from Councillor MacLeod on Affordable Housing. Meeting held at Herefordshire Council between Councillors MacLeod, Morris & the Clerk & Trea Connon & Jane Thompson to discuss Affordable Housing issues in the Group Parish.

They had a very open attitude towards our concerns but were surprised with what we had to say, e.g., how the survey was carried out and what the results showed. They tried to answer our queries but could only discus the fundamentals of the survey.

They apeared not understand our thoughts about the community views and about the Parish Council being involved in the decision process.

They had not looked at our Parish Plan and took from us the earlier survey carried out in the parish on Affordable Housing.

If Affordable Housing is built in the parish we are now allowed to talk to and decide which Housing Association Committee we use.

We made it quite clear to them that we do not accept their views that the houses will go to local people. History shows this is simply not true. Neither are we prepared for the settlement boundary to be extended nor a public meeting to be held until the Parish Council can see exactly what is to be put to the public and agree with the proposals. We made it very clear they would not be welcomed by the parishioners, unless the community can see some advantage to a new development, e.g., new sewerage system in Luston Village.

Finally, they agreed to look at the process again, firstly by looking at the whole of the Group Parish and how it is geographically set out.

The same five people are due to meet on Thursday 8th December 2011 at 10am to tour the Group Parish.

 

5. Ward Councillor J Stone’s Brief Report for information only.

            Report handed out.

 

6. Matters raised by local residents.

  • A large number of black bags continue to be left outside a property in the parish for waste disposal.

There is concern these bags contain animal waste products.

ACTION- Clerk to contact Amey Herefordshire to ask if there is a limit to the number of black bags they will collect from a domestic premises.

Clerk to write to Environmental Health.

  • A resident asked if the speed limit indicator SID could be replaced with a smiley faced SID.

It was explained to the resident that Herefordshire Council only provide a speed display SID.

  • It was noted that the Lengthsman had been and tidied Holy Well but unfortunately the hedge has now been cut and large track marks have been left in the grass.

ACTION- Clerk to contact the Lengthsman to go along and see if he can level out the tracks.

  • A resident in Ashton has reported digger work at Rose Cottage, Ashton.

ACTION- Clerk to check access restrictions.

  • Resident reported raised manhole covers in Ashton.

ACTION- Clerk to report these to Amey Mouchel, Highways Agency.

  • Resident reported raised manhole cover and cracked tarmac outside Dean House Farm, Luston.

ACTION- Clerk to report this to Amey Herefordshire.

 

7. Planning.

            7.1 Electronic Planning.

            Clerk reported on letter received from Planning Department stating that the new electronic planning process will
            be implemented November 2011 but if we wish to receive paper copies of plans for the next twelve months the
            Parish Council have to notify the Planning Department of this request.

            ACTION- Clerk to request continued paper copies until the Parish Council have had time to re-organise
            themselves.

            7.2 To consider Councillor Egerton’s nomination to the Planning Working Group.

            Councillor Egerton was nominated to be a member of the Planning Working Group.

            DECISION- Councillor Egerton approved as member of Planning Working Group.

            7.3 Planning application No DMN/113103/O- Bethany, Luston, Herefordshire, HR6 0EB.

            Outline application for a two bedroom dwelling with all matters reserved.

            DECISION- No objections in principle but if full planning permission is sought we have grave concerns regarding
            the sewerage system and recommend a private sewerage system is installed.

            7.4 Planning application No DMN/113176/F- Oast House, Lustonbury, Herefordshire, HR6 0EP.

            To convert existing Oast House to a two bedroom dwelling.

            DECISION- Recommend approval.

            7.5 Planning application No DMN/1113124/F- The Riddle, Eyton, Leominster, Herefordshire, HR6 0BZ.

            Change of use of part of field adjoining garden and errection of PV solar panel array.

            DECISION- Recommend approval.

 

8. Community Website.

            Report given by Mr. David Rolfe, The Webmaster.

            There has been no change to the website since the last meeting.

             Mr. David Rolfe will be attending a meeting at Withington on Friday 2nd December 2011 to discuss and to
             receive an update on faster broadband.

             A Merry Christmas to all our readers is to be displayed on the website.

 

9. Strategic Action Plan.

            Item referred to next meeting.

 

10. Jubilee Celebrations.

            See report given out on night.

            A long and heated discussion took place regarding the Jubilee Committee becoming part of the Parish Council.

            DECISION- It was suggested the Jubilee Committee become a financially independent working group of Luston
            Group Parish Council. Jubilee Committee to report back at next meeting.

 

 11. Highways and Environmental Matters.

            11.1 Jobs for Lengthsman.

            DECISION- To clear moss on pavements in Lilac Grove, Luston.

                              To continue to tidy area at the end of Townsend Park.

                              To clean out drains around the parish.

            11.2 Flood report.

            Item referred to next meeting.

            ACTION- Clerk to contact Martin Jackson and invite him to attend PC meeting in February.

            11.3 Safer Herefordshire Survey.

            ACTION- Survey completed.

 

12. Finance.

            12.1 Payments:

                        Clerks Expenses October 2011. £41.96

                        Michael Byers (Lengthsman Scheme) £270.00

                        D C Gardening Services (PP3 Scheme) £489.00

                        Community Eye £325.00

                        Herefordshire Council (SIDs) £180.00                                    All payments approved

            12.2 Draft Budget 2012/13.

                        There is concern over Neighbourhood Plans and will we need to budget for this?

            ACTION- Clerk to put draft budget in Community Eye requesting suggestions from the public.

 

 

 

12. Date of next full Parish Council Meeting.

            ACTION- Full Parish Council meeting Monday 9th January 2012 from 7.30pm at Cawley Hall, Eye.
